windows live messenger!!??

Hello everytime i download windows live messenger the following pop up comes
up : the application has failed to start because winhttp.dll was not found.
re-installing the application may fix this problem.
I have tryed re-installing it many times but the same pop up keeps coming up!

You may want to ask in a newsgroup which supports Windows Live Messenger.
This newsgroup supports Media Center Edition functionalities on computers.
MCE machines use Windows Messenger only, not MSN Messenger or Windows Live
Messenger.
