I have a dual tunerWinTV-PVR-500 and a ATI HD TV Wonder. I was thinking
adding one more HD Tunner, does it has to be an ATI or can I add the
WinTV-HVR-950?

Due to driver issues, the combination of 2 HDTV wonders will not work.
In general, you can use two similar tv tuners in your setup, as long as the
drivers for the tuners have been written to allow for such operation. It
just so happens that ATI didn't do this for the HDTV Wonder.
