My next question is can a ATX power supply work on a mATX
motherboard. The actual power supple I have is L & C lc-b350atx and
there is a sticker on it that states it supports pentium 4.

any ATX form power supply with fit a ATX style case including the mini.
Motherboards also have to be designed for the ATX form case.
The power connector for an ATX style motherboard is either a 20 pin or a 20
pin plus 4 connector.
The fact that the power supply supports a Pentium 4 also should work for AMC
processors, the CPUs need a 4 pin connector from the power supply for CPU
power.
The thing to do is try it and see if the power supply works with the new
motherboard.
If it does not, you can buy an new power supply later.
