Media Center Guide won't load. Code 13 error

  Hello,
I recently had to reinstall Windows and now I can't get my guide to work.  
It says internet connection failure and it's code: 13.  I'm running Vista.

 It happens if the time zone is incorrect as well as due to certain
security updates.

 My time and date are fine--the "update internet time" works fine.  I tried
that blog, and did the solutions that I was able to (didn't understand all of
them).  STill nothing.  It seems like it should be some setting, as it worked
fine before.  Any other suggestions?  Thanks

Microsoft please sort out the server.  It is timing out.  I have monitored
the logs in my ISA server and before you state that its the ISA that could be
at fault it has been working without a hitch since I installed it, over 18

with no response.

If Microsoft accept there is a problem and maybe do what they tell us all to
do:
Turn it off and back on again
Everything will be alright. ;o)

Give it a couple of days and it will probably be sorted.
