Upon booting my PC hangs at the XP splash screen. The splash screen fades
in, but stops. Normally it fades into bright and loads the OS. But here it
stops with a very faint screen.
It doesn't do it consistently but it is happening more frequently.
There is nothing noteworthy in the event logs.
Upon restarting, I am presented with the "start windows in safe mode"
screen.
Anyone have any thoughts on what could be causing this?

likely a failing motherboard.
If you hit F8 at the end of the POST/enumeration bios
screens then XP will bring up a menu giving you the choice
to make a boot log or boot to safe mode - either of which
would be helpful if it is a windows problem but if it were
I'd think it would happen every time after the problem
surfaced.
